The Reform of State Regulation in the Russian Federation Electricity Sector (2000—2008): Stages and Challenges

The reform of state regulation in the Russian Federation electricity sector is considered with the aim to analyze the reform objectives, stages, and outcomes, as well as the current conditions and regulatory structure based on international experience. Analytical methods were used to evaluate changes in the legislative and organizational areas, the regulatory and legal acts related to the reform were reviewed, and a comparative analysis with international practices was carried out. The study results have shown that the reform has led to significant changes in the industry structure: the vertically integrated holding RAO UES of Russia was divided into specialized generating, network, and sales companies, which contributed to the formation of a more competitive market. The completion of the reform in 2008 resulted in the formation of independent and private enterprises, and in that the sector has become more transparent and competitive. The study results can be used for analyzing and improving state regulation in the electricity sector and for elaborating new reforms in related areas. Thus, the reform has contributed to the formation of a more competitive and efficient electricity market; however, the complexity of state regulation remains a challenge requiring further attention to optimize management and attract investments. International experience confirms the need for flexibility in conducting reforms for sustainable development of the industry.
