Publishing ethics
The Vestnik MEI journal’s editorial policy follows the recommendations suggested by the UNESCO International Committee on Publication Ethics (COPE).
The Vestnik MEI journal Publisher and Editorial Board are guided by the publication ethics principles developed proceeding from international standards, namely:
- the statements adopted at the Second World Conference on Research Integrity, Singapore, July 22-24, 2010;
- the statements set out in the Ethics Code of Scientific Publications developed and approved by the Committee оn Publication Ethics (the Noncommercial Partnership “Committee on Publication Ethics”;
- statements set out in Chapter 70 “Copyright” of the Russian Federation Civil Code.
The Vestnik MEI journal Publisher and Editorial Board guarantee adherence to the ethics of publishing, authorship, reviewing, and editing of scientific publications.
The Vestnik MEI journal Editorial Board does not admit publication of papers in which the publication ethics principles are violated, or plagiarism and copyright infringement are revealed.
Paper manuscripts submitted to the Editorial Board are regarded as a confidential document. Unpublished materials are not used and are not handed over to third persons without the author’s consent.
The Editorial Office keeps confidentiality of the personal data of authors and reviewers.
A reviewer shall make unbiased assessment of a paper manuscript based solely on its scientific content.
If a reviewer does not regard him or her to be an expert in the matters considered in a paper, or if a conflict may take place between his or her interests with the authors, he or she shall immediately inform the Editorial Board about impossibility of reviewing the article.
Personal criticizing of paper authors is not acceptable.
A reviewer is entitled to discuss the content of the submitted manuscript only with the persons agreed with the Editorial Board. The reviewer shall not use in any way the ideas and information outlined in the submitted paper until it has been published.
The authors are guided by the Ethics Code of Scientific Publications and bear responsibility for the scientific research novelty and authenticity.
Authors shall guarantee that the study results outlined in the submitted manuscript are fully original.
Borrowed fragments or statements shall be duly formatted with mandatorily making reference to the author and primary source.
Authors shall not submit to the journal a manuscript that has been sent to another journal and is being considered. In sending his or her manuscript to the journal, the author confirms that the submitted paper was not previously published and gives his or her consent for publishing it.
At the manuscript submission stage, the authors fill in an assurance statement, in which they confirm that they comply with the ethics principles and that there is no conflict of interests among the paper authors.
